The Magens Bay Authority (MBA) is the organization responsible for the planning & operations of Magens Bay, as well as several other nearby properties deeded by Arthur S. Fairchild and Smith Bay Beach Park (Lindqvist). While Friends and MBA may partner with each other on certain initiatives, the two are entirely separate organizations. Towards increasing community participation, Friends aims to increase awareness of MBA operations.
The MBA is a corporate instrumentality of the VI government, whose powers are defined in V.I. Code tit. 32, § 51-64 (2019) and the Bylaws of the Magens Bay Authority. MBA board members serve 6-year terms.
Current MBA board members (Oct 2025):
Barbara Petersen (MBA Chairperson)
The Governor, represented by Kevin Rodriguez (Vice Chair)
Cecile deJongh (Treasurer)
Alani A. Henneman
Robert Moron
Dayle Barry
Jason Charles
Staff members:
Monique Simon (General Manager)
Justin Wheatley (Operations Manager)
and ~50 full-time and part-time lifeguards, security guards, groundcrew, custodians, cashiers, etc.
MBA board members are open to the public to listen. Questions may be asked at the end of the public portion of the meeting, after which the board goes into private session if needed.
MBA meets monthly (with some exceptions). For upcoming MBA board meetings check the Communications section, the Friends calendar, the MBA website, and the MBA facebook page.
For press coverage of past board meetings to learn about beach operations, browse our extensive MBA press coverage archive. Assuming we have someone able to attend, Friends also provides our notes from MBA board meetings in our News updates.
MBA is a semi-autonomous government entity that is self-funded through its revenue from entrance fees, concessions, and rentals. Although MBA historically has not asked for any money from the VI government, it does present its budget to the Legislature for review.
